Dr. Declan Garrett holds a Doctorate in Security Risk Management from the University of Portsmouth and an MSc in Security & Risk Management from the University of Leicester. He is a Visiting Lecturer to the Berlin Institute of Economics and Law, lecturing on their MA in International Security Management on course modules that include Supply Chain Risk Management.
Dr Garrett serves on ASIS International Cultural Properties Council, chairing their Museum Committee. He is the Director of Academic Research and a Governor of the Board of Governors for Academic Standards at the Security Institute of Ireland. Dr. Garrett has presented in many public speaking environments including the EU Commission, ASIS Europe, the International Arts and Antiquities Security Forum and ISEC, on topics including Museum Security, Situational Crime Prevention, Counter-Terrorism, Private Security Career-Paths and Training and Education.
Dr. Garrett is a thought leader on Career Pathways and was part of the Training Advisory Board to the Irish governments' security regulator. Dr. Garrett has contributed to European research project teams that developed common EU competences and an assessment tool for the European security sector; other projects included the development of de-radicalization training aimed at combating extremism and terrorism within public and private policing areas.
He has published Protecting Works of Art from Theft in the Handbook of Art Crime and has contributed papers to conferences such as Radicalization then and now: comparisons, differences, and lessons learned from the IRA, and has co-written many security manuals including Asset Risk Management and Counter-Terrorism Measures.
