Dr Robert MacFarlane is Deputy Director in the Civil Contingencies Secretariat, Cabinet Office. He has oversight of the Emergency Planning College and leads the programme of Central Government Emergency Response Training in the Cabinet Office Briefing Rooms (COBR). He has trained situation cell and crisis teams across government, and internationally, and is an OECD expert on crisis management doctrine. Rob was one of the principal authors of the JESIP Joint Emergency Services Doctrine, BS11200 Crisis Management: Guidance and Good Practice and BS65000: Organizational Resilience, and he chairs the British Standards Institution Societal Security Management Technical Committee. He has a PhD in geospatial analysis from the University of Aberdeen, and a Doctorate in Business Administration from the University of Durham.
